Do you think I should just start going through the millions of wires? It seems to me like it's my only option.

no the most guaranteed way to do this at this point is to take the steering column shroud off and find the key cylinder........look at the opposite end where all the wires come off and just start testing use a dmm (like you said you were) and just test those wires there wont be more than 10 wires and being that its a 97 there most likely wont be that many wires......if there is a grey plastic cover over the base of those wires tear it off and test each one individually.....youll find it....its gotta be there the truck starts right?  its just a ford!

Alright, I took the plastic off around the steering wheel. How do I take the ignition cylider out? all of the wires are encased.

I am having problems finding the starter wire in a 1997 mountaineer. Ssmeone suggested that I look at the wires on the key cylinder because it has to be there. I took off all the plastic covering, all of the wires are incased. The only way I will be able to see them is if I take the cylinder out. any help will be greatly appreciated.

With the key in the on position, push the small metal 'ball' that is at the bottome of the key cylinder and you can pull it straight out.
The wires you require are not easily accesible there...if you pop the dash down all of the ignition/starter/accessory wires are in the ignition harness.

Yeah, don't pull the cylinder. The wires aren't there anyways and only the cylinder comes out not the wires. They are under the dash coming from the cylinder.

No reason to take off the shroud.The ignition switch isn't located at the key cylinder. Remove the knee bolster and look up at the ignition wires where they go into a gray plastic cover connected to the steering column. Take a screw driver and pry that cover off, it'll probably break(they always do and that's ok). that will reveal the ignition switch plug. I don't mean anything by this, but are you sure you are using your DMM correctly? The starter wire will be RED / blue or WHITE/ pink in the top row center on the ignition switch plug. It's there, i've done hundreds of these trucks and it definately shows 12Volts during crank only....

Alright, I wrote down all of the readings. There are a total of 8 wires in the ignition harness, + a skinny tan/green wire which I will leave out of this.

Starting from top left they are:

(1)EMPTY_____(2)GREY/YEL____(3)GRAY/YEL____(4)YELL____(5)YELL

THE BOTTOM 5 ARE

(6)RED / BLUE_____(7)GREEN/ PURP____(8)GRE/PUR____(9)EMPTY____(10)BLACK/ GREEN

I numbered them 1-10

      OFF          BACK          ACC          START          RUN

(2)      0                -1.6           11.87              0                14.38

(3)      .1                1.6           11.72             0                  14.41

(4)    12.19        12.23          11.9               10                14.33

(5)    12.19         12.26         12                    11              14.33

The starter should be #6 RED / blue by my diagram, but it does not read that way.
