did you hook up the tach wire? if so did you program that tach? check page 30 or your book, diagnostics section and do what it says there. report back how many flashes you get out of that led built into the starter brain. also did you install the safety shutdown toggle switch? if so try flipping it to the other position and try the R/S now!

if your unit did not come with that toggle im talking about, then what did you connect the grey wire(safety shutdown) wire to? if it is hooked to ground then the starter wont start. the wire is supposed to be hooked to a hoodpin, so when the hood is up the brain will see ground and prevent accidental starting for you or say a mechanic who is under the hood.  if you did just hook that grey wire to ground then un hook it from that ground and then try to start.

I did  not connect the tach cuz it says if you want to program the feature IV-2 to (engine checking tach) otherwise do not connect this wire and tape the end.page 16 manual.

and I did not connecet the safety switch  it says optional but if i need that I will connect it.

but there is one more wire I can not find the horn wire it says (light GREEN/ blue ) and I can not find that how ever I found light GREEN/ black is that the same wire(STEERING COLUMN HARNESS ) if not where can I find it.

thanks wesman

Did you connect the small black wire on the H4 to ground?
What does it do when you press the start button twice? does the remote beep 3 times?
if h4/2 (thin black) is grounded and you still get the 3 beeps, then it might be a glitch in the unit. what you have to do it put it in tach mode then exit programming mode then put it back into engine checking voltage (tachless) and then it should start. I've seen alot of these units end up in a "limbo" mode that wasn't tach or tachless that usually takes care of the problem

Well make sure the remote control says the doors are unlocked (even if you don't have the door locks hooked up)that will keep you from entering program mode. You will need the horn to program if you can't find the horn wire use your test probe and look for a negative pulse on the horn wire on the unit instead of listening for the "chrip"
