My buddy wants to make his truck loud (treble, not bass) so that he can hear the music well when doing activities outside of the truck. His front speakers are 6x9's and rears are 5.25. He currently has a 10" kicker l5 behind the seat.  Should he just convert the 6x9's over to 5.25 or 6.5's or possible fit two 3.5's(2-ways) in each door? Any recommendations would be superb.

Put some speakers out side of the car if he wants to hear it away from the car, or how about a boom box?

yep - speakers on the outside. He is going to have to leave his car running if he intends to listen for an extended period of time

That is domminic irragis vehicle from world finals a few years back, old caddy, was capable of over 170DB and was using a trunk full of memphis 1000d's to power it all!

(i bet that car had some nice alternators though how to get lots of treble -- posted image.)
