with the key in the ignition the van starts fine with no theft light on..........

On Fords as far as I know, a bypass problem would cause the car to crank but not start. It sounds like yours is not even cranking.
Stick a key that starts the car into the ignition (don't turn) and try to remote start. This will tell you where the problem is. If the car starts then you have a programming issue, if not then check your wiring.

If I stick a key into the van the van does start with remote start.

If i dont have a key in the van then the theft light just starts blinking when the remote start tries to turn on the van.

The starter wont turn when the theft light is on. It will remote start the one time when im dont programming the bypass though.

Any ideas?

the dei 556sw module and the 1100f do the exact same thing they only work once after startup

I've done 3 installs on 2003 suburbans and never had any issues on those bypasses this is my first ford with a bypass and it's being a PAIN.

How much should I get expected to be charged for as hop to take a look at this?

The problem is obviously the bypass. Take a good working key and do a wrap. (seven times around the key, seven times around ignition switch and close the loop with 87 and 30 on a relay. Use your ground out when running to close the relay). You should be fine then.

get a new bypass module (not an 1100 and not a 556) ...

and if you want to relinquish a key to the vehicle -- do was csorb is saying and create your own key in a box universal bypass.
