I'm in the process of looking through both EWD's now -- are your windows out?

You can definitely hear the clicking of a relay when you press the LOCK and/or UNLOCK buttons on either driver's or passenger's door? w/ Nissan keyfob?

also, when you're testing wires this weekend, test the GREEN / WHITE lock motor wire w/ a Voltmeter, both in rest state and when the lock/unlock button is pressed. See if it carries a voltage at anytime.

PAGE 31/66 (of the 2004 Xterra manual --> section PG):

You'll note the location of the circuit breaker and power window relay.  Also, is there a change in the locking/unlocking situation with the car in the ignition (III) position?

Ok so i tested everything out today. It looks like the actuators are gone. I tested the wires all the way up to the actuators and they are fine and working. Just nothing from the actuator. Im going to find 1 today and test it out.

wow! hard to believe that a fuse didn't blow before it blew all four actuators -- do you recall hearing any very strange noises during your install/testing of the doorlocks after hooking up the lock/unlock blue/green wires?

well... now that I think of it .. if you connected your blue/green wires to the actuator/lock motor wires.. you may have continuously grounded all of them until they burned out -- still find that pretty hard to believe, but it might be a possiblity.
