Check the location of your RCA wire and the Power wire. Because if you have cheap RCAs and they are running right along the power wire this could cause noise.

Well I ended up grounding out the rca outputs from the radio and that worked out fine. No whine, but I did notice the faintly sound of the cd player powering up, but other than that, it's all good til I get myself a new player in a few weeks.

You don't need to get a new deck, just keep the RCA negatives permanently grounded out and the problem is fixed.

I know I don't need a new deck, but I am wanting to get one with the bluetooth built in since it will be a nicer convience instead of wearing an ear piece or bluetooth piece while driving.
