Connect a small wire from the left Negative speaker wire and touch it to the RCA cable.  If this makes the noise Go away you will need to solder the wire to the RCA cable.  Or of course you could take the amp apart and follow the trace from the RCA input jack and find the point that it is broken and solder a jumper across the broken trace.

the last few legacy amps i have had, had bad rca connects(the peice that solders on to the board) in them, ive just replaced them with new ones from radio shack and ive never had a problem with noise out of them.

"It's bolted to the bottom of your car"?  This could be your issue.  When you attach the chasis of the amp directly to the chasis of your car you can cause ground loop issues.  You typically want to isolate the chasis of your amplifiers from your car.(thats why some amps have gromets on the mounting holes. 

I have always made my installers run an extra 18 ga wire w/ their remote wire to connect between their ground (radio) to ground (amp).   Stinger kits have always come w/it might as well use it.  Never have noise issues.  

How long is your amp ground?

Where is it gounded?

Make sure it's not grounded to a removable part

I.E. tail light bolt

Test it w/your meter!!!
