The wire COULD be used for either.  I have never had ANY issue using it as a remote lead, there isn't enough current EVER being carried on it to make a field big enough to cause noise, even if it did anyway, which, as Bob has already said, it doesn't.  If using it as a ground (and as far as I am concerned) it's generally too small to do any good anyway...  not enough current carrying capacity because the gauge is FAR too small, and the resistance is generally too high.  I personally would simply disregard it completely if I didn't use it for the remote lead.
