Water damage? Exactly what was damaged?
if the car say was submerged in water. . . then there could be some serious damage to the engine that a new ECU would NOT fix.
Basically an engine will need FUEL, AIR, COMPRESSION and Electricity (spark) to start the engine.
Now, I assume a sort of mechanic had diagnose a "no spark" type of situation and you were advised to replace the ECU.
So make sure you have SPARK at the spark plugs, Fuel at the fuel injectors and at least 95Psi of compression at each of the pistons(V6 model).
On the same note, if by "water salvage" means possible engine water intake, then most likely some valves may have been bent if the car was running when the "water damaged" happened.
The engine is too complicated to simply point and swap parts blindly.

Did you have the dealer program the replacement ECU to the car? You can't just drop in a replacement ECU and start it up - it has to be initialized to the car first.
