Customer Access Wires 01 Ford 350SD

There are 4 capped wires coming out of the wiring harness next to the brake master cylinder tagged "customer access refer to outlet book" (1-red, 1-blue, 1-white, 1-yellow). Are these already connected to a fuse block terminal in the cab, and just need power to them? or are they already powered and need to be brought into the cab? I am installing a dvd and xm-radio systems and need permanent and accessory power inside, and I would like to find the answers to this question before I purchase accessory fuse terminals and installl new fused wiring from the battery.
