After installing a cheap amp and a pair of 10's, the left side speakers in my truck don't work at all. I did screw up and shoot some sparks out of the amp's power wire (grounded with screwdriver), and it blew the power wire fuse, but I replaced the fuse and that whole setup works. Is the reciever the problem here?

Forgot to add, this is a '99 F-250 Superduty Crew Cab, stock head unit, and speakers.

Yep, it is possible.  You could have blown the power amp in the head unit.  Another lesson in the "always disconnect the battery before working on any vehicle power circuits" category.

I suggest you try disconnecting your amp and see if the HU will come back on before you go any further.  You might get lucky.

The amp is working fine, as are the subs. The only parts that don't work are my left side speakers.
The amp is connected to the reciever via the high pass inputs spliced into my rear speaker wires. Could the short have gone through my speakers and fried the left side of my receiver?

Could be... or the HU could be OK and it's just a shorted line-level adapter.  Disconnect this from teh speakers and see.  Like I said, you could get lucky.

Did you try hooking another set of speakers to your left side?
Usually, if you cross a + and - from a receiver, it will fry its internal amp, and none of the speakers will work.
Were there any unusual sounds or smells?

You don't have a RCA pair out of the HU?
What happens if you connect the lines to the rear speakers up to the amp directly (and don't connect the rear speakers at all)?

Disconnect the LOC you have connected to the speaker outputs from the head unit.
