The way it works is, by using the proximity sensor power as an indication of current state of the TR7, it only allows the pulse to go through if it's opposite from the current position. If it's already in the locked position, the lock pulse won't do anything, and vice versa. That way it will never get out of sync if you hit the lock button multiple times-
Don't know what the input to your toggling relay looks like, but if it's a logic input as I suspect it is, this should drive it without much trouble. If it drives a relay coil directly, then you'd have to add a transistor for more drive capability. You could just measure the resistance to see.
If the lock and unlock pulses are coming directly from the actuators rather than an electronic circuit, you should add a couple of diodes on the inputs to suppress any voltage spikes. Just connect diodes to each of the inputs, with the striped side connected to 12V.
