Help---Clifford remote learning

I have a 1999 suburban and had a clifford alarm installed (in 1999). (Haven't been able to confirm which alarm model was installed, but after comparing features on clifford.com I think it's either a concept 100 or intelliguard 7000. I have a 5 button remote on which the red light stays on whenever you press a button and I also have a 4 button remote that doesn't seem to work at all. I have purchased a new 4 button remote which I can't get programmed. Batteries are all brand new and checked out with a tester. I checked out clifford.com and got the programming instructions for both models . The instructions are the same for both models. When I follow the instructions (enable the valet mode then hold down the * until you hear 1 chirp ...) I NEVER hear the chirp. The fuses have all been checked. CAN ANYONE HELP ME????
