apparently know one has encountered this yet, myself included. so all I can offer is general troubleshooting guidelines. Its now a matter of process of elimination.
try another monitor to verify that your ps2 works within your vehicle. If your ps2 works after this, suspect a bad monitor.

oh yeah, in response to "And as the for the monitor i am not quite sure how u mean ?????"
I'm not sure if your monitor features progressive scan or not, but make sure both your ps2 and monitor are configured for the same scan mode, progressive or interlaced. make sure you're selecting the appropriate aux input.

i have tried different dvd players,  and ps2's and it's flickering still i bought it off ebay and i am wondering if its an NSTC monitor and not PAL but i would have thought there would be an option for it to be changed!!
