2001 taurus dash lights

erratic behavior with headlamps on.the dash lights will go off and on sometimes will last hours other times minutes. however when the dash lights turn off, both the turn signal indicators will come on at half their brightness.and at one time when the dash lights were off i hit the turn signal lever and the center dash (radio,heater,etc)lights started blinking with the flasher. I suspect a bad ground but where should i start
