Hello I am having issues with my daughters 99Honda Accord . Some times it starts  sometimes it does not. The Green Immobilizer key light comes on and blinks 5 times then goes off. This happens even if the vehicle does start. I would like to dis arm the system or bypass the system. Can the ecu be adjusted to enable starting without  using the immobilizer circuit ? We have had a new key made at the dealer but that did not solve the issue. There is no remote start system on the car. It is bone stock

No it can't be removed from the system, if you have intermittent problems a different key (chip)won't cure it, better to have spent the money on the dealer's diagnostics.
I'm betting on a bad connection with an ignition circuit somewhere,
as a last resort have the chip removed from the key and glued to the antenna ring around the key.
Warning no-anti theft and possibly insurance implications if they find out.

I have replaced a chip inside the ECU in a Honda. The customer got it and brought it to me, I have no idea where he got the part. Since it was taken private, I am sure kreg knows where to get said part.

Kreg probably helped in the PM... Just a side-thought... Could a R/S have been installed previously? Maybe removed... No remotes... Sometimes the connections points are exposed... or poorly insulated.

The Accord never had a R/S   It was my Aunts  (93) from new    I was hoping one of you young fellas doing swaps would have figured out how to eliminate the entire immobilizer loop.  I want to just get in and stick in a regular key and not worry about any transponder Bull.   I visited the web page above and we are getting close. However that still uses some form of identification.  I will keep looking.  Thanks for the ideas so far. Keep them coming

OP, your first post said 99 and your last 93.
Could you please make up your mind what year this Accord is or at least check your posts.
AFAIK 93 US spec Accords never had factory immobilisers.

Another possibility :  The Accord is a '99, the Aunt is 93 ( years old ) ???   accord immobiizer disable -- posted image.

I have made up my mind and I do check my post before I send. The car is a 99. The aunt (Evlyn) was 93. Sorry if I misled you. She has passed on and sold us the car. She never had a R/S in place.
