So I think I'm going to grab a DBALL2 cause they're cheap and will allow my stock key fob to start my car (2007 Dodge Charger SRT-8). Assuming everything goes fine during the install, I will then add a SmartStart system to it, which it is compatible with. This will allow my cell phone to track/start/unlock my car.

I'm only an amateur and I'm going through the install guide. It looks pretty straightforward for the most part. Connect wire to wire. The question I have is regarding the relay in the top left part of the instructions for the parking lights. Is this saying I need to install a relay or am I some how tapping into an existing relay? If I have to install a relay, where do I get that exact one? If I have to tap into an existing relay, how do I secure the connection?

Yes.
Standard automotive Bosch/Tycho 4 pin type available anywhere and everywhere, if they only have 5 pins in stock you just won't use 87a.
