2004 chevy siverado diesel alarm/remote start

I'm installing a mannix alarm and starter in a 2004 siverado diesel crew cab and I got a wiring diagram from another site but when I try to engage the starter it doesn't work. I even tried hot wiring it over just to see but that didn't seem to work either.
And bear in mind that through all of this the key always works to start the truck.
I have both the passlock II hooked up and the multi locking thing in too. I'm thinking there is some sort of relay that the key is engaging that is not listed in my wiring diagram.
A little help hear would be great...

if you are using a starter kill, make sure that the starter wire is conncted to the correct side of it.

Also make sure that BOTH ignition lines are hooked up. Put the key into the ignition cylinder and leave it in the off position, does the vehicle start now? If it does then you have an issue with the Passlock interface.

Do I need any other bypass modules other than the passlock 2? Where I'm having problems is even when I add direct power to the starter wire it doesn't turn the starter over.

make sure the accessory wires are being power as such, if power as ignition some Gm cars won't crank.

Is up to the installer to test all wires with a DMM whenever possible.
