2 window up and down module

I have just install a 2 window up and down module and after connecting all the wires propperly and pressing the button on the remote. The window moves up or down only an inch. The input is a 12volt constant from the battery and the output onto the motor is 8.53 volts. I'll also tested the window motor wire singlely and it has a constant output of 13.85 volts. I'll also tried hooking an relay up to the window module in order to send more power onto the motor wire but that doenst helps either. My next guess will to check the aux output from the alarm module that feeds into the window module.  and test to find out what voltage is coming out. So can anyway help me out

The module is either sensing a voltage spike from the window motor causing it to stop ( like it's suppose to ) or the output on the remote control unit is only outputting a pulsed signal. You have to set it for constant or latched output in order for the modules to operate properly.
