It says in the manual that the whole time the remote start is active the parking lights will flash,if you hook them up. But I do not want them to flash continuously. What does this mean ? Why would they have them flash the whole time ?

You should also be able to program them to stay on "solid" while remote started.

I just went to their website and checked, it looks as if DEI has branded their "Boa" systems under the "Ready Remote" line after they acquired Designtech. I hate to be the bearer of bad news, but switching the parking lights to solid (not flashing) is not a programmable option on that system. What is the make/model/year of the vehicle? If the parking light flash bothers you, you could use the status output to turn the parking lights on.
Installer, IT support, and FFL. I need less hobbies.

As with any remote unit if there isn't a wire for it it is always possible to configure one by relay usage. As noted a negative staus wire or an ignition wire diode isolated with a relay. Just depends how you want to hook it up.

It's a 2007 Ford Fusion.
