viper 5701 alarm/remote start, 99 legacy

First off would like to say how helpful posts in this forum has been!
I recently purchased a viper 5701 and am trying to install it into a 1999 subaru legacy.
I've wired all main wires in apart from door looks, When i plug the viper brain unit in nothing happens, the LED on the control module doesnt blink at all, just seems dead?
These are my connections
Main Harness, 6-pin connector
H1/1 Red (+) 12VDC Constant Input -> constant 12v
H1/2 Black (-) Chassis Ground -> grounded
H1/3 Brown (+) Siren Output -> red wire to siren
H1/4 WHITE/ Brown Parking light isolation wire -> Not Used
H1/5 White Parking light output -> Not done yet
H1/6 Orange (-) Ground when armed -> i just grounded this
Remote Start, (+) 10-pin heavy gauge connector @ Ignition Switch Harness
H3/1 Pink Ignition 1 Input/Output -> ign @ ignition harness
H3/2 RED / White Fused (30A) Ignition 2 / Flex relay input 87 -> 12v const
H3/3 Orange Accessory Output -> acc @ ignition harness
H3/4 Violet Starter Output (Car side of the starter kill) -> not done yet
H3/5 Green Starter Input (Key side of the starter kill) -> not done yet
H3/6 Red Fused (30A) Ignition 1 Input -> 12v const
H3/7 Pink/White Ignition 2 / Flex Relay Output -> not used
H3/8 Pink/Black Flex Relay Input 87A key side (if required) of Flex Relay ->not used
H3/9 RED / Black Fuse (30A) Accessory/Starter Input -> 12v const
Auxiliary/Shutdown/Trigger Harness, 24-pin connector
H2/1 Pink/White (-)200mA Ignition / Flex Relay control output -> Not used when doing remote start
H2/2 BLACK/ White (-) Neutral Safety Input -> neutral gearbox sensor
H2/3 Blue/White (-)200mA 2nd Status / Rear Defogger Output -> Not used
H2/4 GREEN/ Black (-)200mA OEM Alarm Disarm Output -> Not used
H2/5 RED / White (-)200mA Trunk Release Output -> Not used
H2/6 Green (-) Door Trigger Input -> dome door light
H2/7 BLACK / YELLOW (-)200mA Dome ligh supervision -> Not used
H2/8 BROWN / Black (-)200mA Horn Honk Output -> Not used
H2/9 Dark Blue (-)200mA Status Output -> Not used
H2/10 Pink (-)200mA Ignition 1 Output - > Not used when doing remote start
H2/11 WHITE/ Black (-)200mA AUX 3 Output -> Not Used

H2/16 Brown (+) Brake Shutdown Input -> + @ Brake Switch Harness
H2/17 Grey (-) Hood Pin Input -> hood pin
H2/18 Violet / YELLOW (-)200mA Starter Output -> Not used when doing remote start
H2/19 Blue (-) Trunk Pin/ Instant trigger input -> Not used
H2/20 Grey/Black (-) Diesel Wait to start -> Not used
H2/21 WHITE/ Blue (-) Remote start/ Turbo timer activation input -> Not Used
H2/22 Orange (-) 200mA Accessory Output -> Not used when doing remote start
H2/23 Violet/White Tachometer input -> not done yet
H2/24 Green White (-) 200mA OEM Alarm Arm Output -> Not used
I double checked the power and ground going to h1/1 and h1/2 seed fine, am i missing something here? or is the unit defective? Thanks

Remove the ORANGE from ground.

disconnected orange cable, no luck. LED status light still not lighting.

Antenna and LED plugged in?

Yes, the antenna and the led are one unit on the viper 5701. Its called the "control unit" in the manual. Does it sound like a faulty box?
I've removed the power harness and tested it theres a constant 12v going to it.

Have you tested voltage across H1 black and red?

yes thats the one i was testing, i would assume at a a minimum that would be enough to to get the led to blink/brain to function.
The remotes that came with it haven't been factory paired so i need the control centre to work for pairing.

OK then it isn't working because you haven't paired the remotes.
Make sure H1/1 red and H2/6 green show 12V+ when you open a door.
