Wow, that's weird ?? If you add 12 volts to the parking light wire of the RS, does the parking lights turn on ? Try this and post your results.

oh... also the lights run when the truck is started... do you still want me to test the power to the wire?

Yes, test the wire with the truck off. It should not matter if the truck is on or not if you are to add 12 volts to this wire, the parking lights will still turn on.
