Look on this site under vehicle wiring, frankly if you need help with that many wires, take it to a pro and pay to have them do it for you.

Do you get any parking light flashes?? If so how many?  Is the car Auto or manual?  Toggle switch plugged in and ON ?

When all else fails, Read the Instructions

Check all your fuses AND your internal connections plugs etc. Looks like an instrument panel feed to me. Do these units work when vehicle is in park or neutral?
Smokeman 1 why are we bothering? He isn't listening.

Strange problem.  Not sure if this will help but it is a place to check.

Per your H3 harness connections:  Did you use a DMM to locate and verify the ignition wires?
On some cars, it is best to connect right at the ignition switch.

Here is info for 1999 Camaro:

    Signal                               Color/Polarity           Location                                                                              Source
12 VOLT CONSTANT            RED (+)               @ IGNITION SWITCH HARNESS                       Bulldog, Audiovox, DEI
STARTER                               YELLOW (+)         @ IGNITION SWITCH HARNESS                      Bulldog, Audiovox, DEI
IGNITION 1                            PINK (+)                @ IGNITION SWITCH HARNESS                       Bulldog, Audiovox, DEI
IGNITION 2                            Brown (+)              @ IGNITION SWITCH HARNESS                      shown by  Audiovox only
ACCESSORY 1                    ORANGE (+)         @ IGNITION SWITCH HARNESS                      Bulldog, Audiovox, DEI

Soldering is fun!
