I need help. I cannot locate the starter wire to install a gps locater and starter interrupet on a 2008 sebring sedan.

in the diagram it shows  starter 1 yellow/violet at module on drivers fender under hood  (not for remote start)

Any direction would be a big

Are you installing a GPS tracking unit that has an output to "cut off" the starter circuit (using a relay)?  If so then the wire you mentioned in your post is the correct one.  That particular wire is not necessary to interface when doing remote start, but interrupting that wire as you plan to do will not let the vehicle start.  I would set things up to have the relay inside of the car instead of under the hood.

I am assuming that your GPS unit has a negative output when enabled so I took it for granted that you would be using a relay.  If your GPS unit has a built in starter interrupt circuit and 2 wires looping out of it you won't need a relay.  If you do need to use a relay there is a diagram available on this site for starter interrupt using an alarm.  Simply substitute your GPS negative output for the diagram's alarm negative output (when armed).
