Work around if you have a relay handy green lock wire to 85 assuming you've installed those initial diodes I mentioned earlier.

!2V+ constant to 86.

Good ground to 87.

Out to dioded lock and close wire from 30.

No luck......I can activate the relay with a good constant ground and power supply, so i know it works. However putting a constant +12vdc to one side of the coil and the green from the 5901 and it will not latch the relay. It's hard to believe that the 9.9 vdc i get from the 5901 isn't enough to close the relay. Is there another style of relay with a lower voltage coil???

A 5 volt coil might do it OR use an spare aux which you can set to timed and activation on arming, but make sure it's going to ground, use a meter to make sure you get the full 12V!

Unfortunately, i'm not too familiar with the viper 5901. At least not enough to go that deep into it.
