I would like to wire the DEI 528T to my low beam HID's to create a delay on (10 seconds) and need to know if I need to add an additional SPDT relay if I already have a relay harness on my HID's? It seems not needed to add another SPDT relay although I could be mistaken. Thanks for your help!

Not needed. The 528t has more than enough current handling capacity.
Break the low beam feed inside the vehicle.

Now to figure out which wire inside the vehicle. I know the wire in the engine bay but I am assuming the 528T is not waterproof.

Can't help you with that one but the wire should be either in the steering column loom or at the light switch. TEST.
Damn! Audi, BMW, M/Benz or VW, dead easy, either yellow/XXX or WHITE/ XXX!
