2003 silverado, dball, viper 5904

In wiring w2w, not connecting dball d2d harness to 5904, are the +12v and -12v ground wires from DBALL d2d harness (4 pin white) supposed to to be peeled off and connected to +12 v constant and ground in addition to the DBALL 14 pin blue harness's +12v red and -12v black wires?

No.  Leave the D2D connector open and apply power and ground at  DB-ALL 14 Pin Plug only.
Soldering is fun!
