quick update: if I connect the H3-6 to ignition 2 wire the heat comes on. So you guys were right. HOWEVER, still got a question. This wire is called the OUTPUT fro the flex relay +. It has 12 volts on it all the time EXCEPT when starter triggered. After start this wire will have 12 volts even when key is inserted. Does that concern anyone. Shouldn't this wire go to z3ero after key is inserted? Any help sorting this out would be appreciated.

its an ignition output so it will always stay hot. If its dropping out, it might be programmed as an accessory.

It can be programmed as either ignition 2 (default), accessory or starter output. I am just concerned that it is hot even after the key is inserted. I'm worried that after key goes in the original ignition 2 is hot and the output from the flex relay is hot so the current is 2xwhat it should be. Am I off base?
