avital 4103 not programming

Installing Avital 4103 and DBALL2 on 2004 Chevy Express 3500. There are a couple of problems - FOBs will not program and D2D will not program. I connected per instructions. Had the DBALL2 flashed. I can connect the Activation Input to ground and the DBALL2 activates and the 4103 relays click. The accessories comes on, but it won't crank. If I put the key into run and connect the Activation Input to ground, the van will start. I tried to program the 4103 for D2D. When I disconnect power, ground the Activation Input (WHITE/ Blue), and connect power, I get no LED light. However, when the unit is connected, I can use the valet button and get LED indication. Which leads to the other problem. Even though I get LED indication for FOB programming, the FOBs will not operate. I used the sequence for clearing the remotes and tried reprogramming but it did not work either. I also tried resetting to all factory defaults but still no lights when trying to get to D2D mode. Any ideas what is going on? Is the 4103 bad?neceltic
