It depends on what money you want to spend, my girlfriend just bought me a bosch for Christmas and I absolutley love it. Its like $218 at lowes but it comes with a fixed and plunge base.

Sears has a special.

They have a cutting tool that converts to a router, dremel, cutting tool and more for $80.

I bought a 13/4 hp Skil router from home depot for $100 it has the plunge and fixed bases and carring case. havent used it yet but it's going to be better then my dremel for cutting rings.
