This is only true if the diameter of the port is 3" or smaller. The rule of thumb for distance/clearance from the end of the port is the same or greater than the diameter of the port.

For the port you are using, 3" of clearance all the way around the end of the port inside the box is what you need.

It will be the same as having too small a port, but too long... this will shift the tuning frequency, and could (just like ANY mis-tuned vented enclosure) cause damage to your woofer, if the mismatch is severe enough.
It all reminds me of something that Molière once said to Guy de Maupassant at a café in Vienna: "That's nice. You should write it down."
