It's called a wig-wag circuit, and it is easiest just to buy one

If you want to build it yourself, look for an astable multivibrator. It is a simple circuit consisting of 2 transistors and a handful of resistors and capacitors- instead of light bulbs or LEDs, use relays as the output device
What complicates things will be how to use the high beams normally. Another relay can be added into the mix to bridge the 2 outputs.
Or; as stated previously, buy one on eBay etc

You can build one with a 3 prong turnsignal style flasher and a double pole double throw switch.
