I would recommend browsing around on the basics section of this site, checking out www.bcae1.com , and even looking around on crutchfield and JL audio's websites (both of which have box building how-to's).  Your question is very generic which leads me to believe you are going into this blindly.  Once you have read a little bit about the basics of the construction (materials, bracing, finishing, etc...) get a copy of winisd, which is a free online program to help calculate boxes and ports, and start pushing the numbers through.  If you have any questions throughout any of this feel free to post back here.   Just be specific, subs, amp, what you are looking to accomplish as far as sound and looks, and we will all be happy to help you out.

Good subs- go to a local dealer who caries them and give them a listen for yourself.
My ex once told me I have a perfect face for radio.

The two devices do entirely different things. An EQ is used to adjust the sound by tailoring the amplitude of the frequencies in the signal.  A crossover is used to remove entire frequency bands to ensure best performance from specific speaker types.  Which you use depends on what you need to do.  All systems use crossovers of some sort.  Not all systems require EQ.

Figure out your budget first. You can have the meanest subs in the world but if they are in the wrong box or given the wrong type of amp, do not expect the best of results. Unless you are real good with woodwork (ie, no jigsaw or skilsaw to make your cuts), get the box built for you as it is the single most important part of the sub system. Without it, you have nada, zip, zilch, zero. It is all about the box.
Top Secret, I can tell you but then my wife will kill me.
